21st. November, 1911.

On the 6th. instant I received the follow

-ing telegram from His Excellency Chang Hing-chi, then Governor-

-General of the Liangkuang Provinces:- "Recently there have

"been robber outbreaks in all quarters of the Kwongtung Pro-

"-vince: and I have sent out troops in several directions for

"their suppression. The troops in their movements constantly

"use the Canton-Kowloon line and have to use trains for their

"transport. According to the 6th. sub-section of article 7 of

"the Working Agreement between the Governments of our two

"countries I beg Your Excellency to suspend the running of

"trains from the afternoon of the 7th. instant at 1 p.m. to the

"afternoon of the 12th. instant at 1 p.m. The daily loss in

"earnings will be dealt with according to the Working Agree-

"-ment. Apart from sending a telegram to the Board of Com-

"-unications for transmission to Your Excellency, I beg you

"to act at once on my request and send me a reply". On the same

date Ir. Consul-General Jamieson telegraphed to me:- "Owing to

"presence near Weichow of robber bands assisted by revolution-

"-aries with whom during the last two days Government troops

"have been engaged, the Governor-General desires suspension of

"running of trains in order to prevent descent upon Canton, for

"a period of five days from noon tomorrow. He makes this request

"in terms of Working Agreement Article (7) last paragraph, and
